Political Action Volunteer Pat Towner What a year, we are Red Hot & Rolling! The 2007 Legislative Session was very fruitful to Labor and Working Families. Our Washington State Building and Construction Trades Council, among others, worked hard sponsoring and supporting Bills that passed in this year’s session.
A Legislative Review for 2007 SHB 1244 (Hour Banks): modifies the statutory definition of wages used to calculate works compensation benefits to include an employee’s contributions for health car benefits unless the employer continues ongoing and current payment or contributions for these benefits at the same level as provided at the time of injury. By modifying the statue, members covered by Taft-Hartley accounts will no longer be forced to draw down their own funds before receiving equal benefit from the time of injury or employer provided coverage ceases .ESSB 5920: establishes a Pilot Program for vocational rehabilitation services and changes the current cap from $4,000.00 to $12,000.00. SHB 2010: providing responsible bidder criteria for Public Works contracts. ESSB 5373: this U.I. System Reporting Penalty & Corporate Officer Provision bill completes the unemployment Insurance Task Force work that begun last year with the reinstitution of two-quarter averaging of unemployment insurance. SB 5926: creates a joint legislative Task Force on the Underground Economy in the Construction Industry because a significant problem exists with construction contractors and individuals in Washington State failing to report or under report hours worked so they can reduce costs. EHB 1898: establishes apprenticeship utilization requirements for school district public works projects. ESHB 2171: crane safety bill that establishes a crane certification program and qualified crane operator requirements. On the ballot this November, Roads and Transit introduces a balanced and comprehensive approach to solving our regions traffic problems. Vote YES on Prop 1. The Pierce County Transit investments will fund a light rail extension connecting Sea-Tac airport through DesMoines and Federal Way to the Tacoma Dome. It will build a Sounder Station Parking Garage and pedestrian bridge in Sumner and Puyallup. It will add additional bus service throughout the region.
Pierce County Road Investments: Extends SR 167 from Puyallup to Tacoma. Builds direct ramp connection between HOV lanes on I-405 and SR 167, reducing backups on the most congested interchange in Washington. Reconstructs the Federal Way “Triangle” by adding direct freeway to freeway connections between I-5 and SR 18. Adds HOV lanes to SR 167 in the Green River Valley. Builds southbound ramp from I-5 to Tacoma Mall Blvd. Improves the SR 162/SR 410 interchange in Sumner and adds lanes on SR 162 in the vicinity. Provides funding for the first phase of the Cross Base Highway. As you can see, the political arena is crucial to the Operating Engineers.
